Miami Shores, Biscayne Park and El Portal hit Florida's 10 mill cap, so a higher rate alone cannot replace what they lose. Biscayne Park gives up 26.0% of its taxable base and can raise its rate only 7.5%. For a CRA, a smaller homestead base and a higher millage pull the increment in opposite directions, and the TIF Projector lets you test both for your district.
